Shouldn't be a big issue, but you are taking a risk. You would have to drain the tank past where you want to hole drilled.

3 months is very young. That could be the reason your having problems with HA and Cyno. Do more water changes and increase filtration/water movement. -

I added pond liner to the bottom of my room to prevent spills.

Krylon paint can be used, but if you are doing a fish room I would use hi gloss paint(like in bathrooms). Reefers use the Krylon for painting pipe.

what about alk/calcium? It could be too much or too little depending on orientation of the pump.

Ken, I have been reading the reefcentral threads 80+ pages and they mention that treating with copper is detrimental to angels.

It could also be lack of flow. In addition to what Craig said about lighting underneath the coral.
