What’s going on with my Neon Goby

At first I thought it was Ich but now not so sure?

That looks exactly what I had on mine. Wasn’t ich as it wouldn’t come off when I scraped it. I fed a lot and it went away, but came back about a month later - then it died. Still not entirely sure what it was

Looks like ich.  The white dots are sores where the parasite burrows in, not the parasite itself, so you can't scrape them off. 

 

Concentrate on feeding the fish healthy food and provide good water quality.

 

Your other fish have definitely been exposed, and may have low level infections.

Kinda looks like ich.  Keeping him well fed with high quality foods will be sufficient.  Your system will still have ich even after the spots are gone, but usually it won’t be much of a problem.
