Running into some GHA issues.  I have a good size refugium but I guess its not getting rid of all the junk.   I have a spare reactor and some GFO, but will running GFO take out my refugium along with the green hair algae?

Unlikely... GFO is pretty effective but I have run it with a refugium many times...

Buy some turbo snails and problem solved. Whenever I start up a tank with new rock, there always seems to be a large hair algae growth pop up after a few weeks....1 round of turbo snails and its completely gone after a week. i would do about 10 of them for 65 gallon tank

I wish it were that easy, I have a ton of snails including 15+ turbos in my 125.  I don't know what they are eating, but it's not this stuff.

Have you tried manually removing as much as possible by hand, and then pick up and place every turbo snail on the rock/hair algae issue areas.
