Cut a square of drywall out of the ceiling and take a looksee. It is easy to patch, and then youll know. If you cut it well along the studs in the ceiling you can even reuse the same piece.

Ah. Ok. Dont cut it. You will make a huge mess and never make it look right after that.

 

What do you think about levering it out from wall mounts? You could put your toggle bolts into the wall and have a horizontal frame coming out of the wall with the mounting cables going up the wall 45 degrees diagonally from the front.

Just buy a different type of anchor. There are some that will work with a screw eye and ceilings, although they will say they are wall anchors.

If you live in a commercial building (apartment complex or condo complex) then it's probably conduit.  Best to avoid cutting into it. 

 

Get a piece of molding meant for the corner of a door frame.  Should be square and anywhere from 2 - 5".   Paint it with ceiling paint and anchor that to the ceiling, then you can use that to anchor your light with an eye hook or something.
