When setting up a new tank from scratch with dry rock is it ok to use a bio pellet reactor from the start?

I would think that "life finds a way." That is, you'll be fine. However, why don't you post this over in Avast's forum and see what they have to say about it?

I can't see why it would hurt. It would allow the pellets kick in slowly, and that seems like a good idea.

That's what I was thinking. For some reason I've always battled very high nitrates, and I mean extremely high so I'm gonna try to fight from the very beginning this time.
