Who Did the Old Surge Tank at Smithsonian?

What is the name of the person that developed teh surge setup at the Smithsonian? Was it Dr. Agee or something to that effect? Thanks.

jeff turner designed the tank set up down there.

Walter Adey. He also did a lot with algal filtration. Tried to have him come talk a few times, but scheduling never worked out.
