plan is to sand the stand and canopy, replace hardware, replace front trim and floor board and brace it. tank just needs and vinegar bath. I want to retro fit my LEDs in the stand and water proof the floor as well. plan to paint it flat black. open to suggestions on refinishing.

Best of luck with the (re)build.  Looks like fun.  I'm a really big fan of the flat black stealth type look, but I'm slowly realizing that gloss or satin is so much easier to wipe clean is is more durable.

have the stand have way stripped apart for sanding and replacing floor and boards, this is all particle board, wondering if I should just buy a new stand. Has any every painted tank trim?

If it is made of particle boards, I would replace it with plywood. I am a fan of stains.
