Yes, but its very expensive and time consuming. If scratches can catch a fingernail it's likely not going to happen. If also the quantity of scratches is high you also will find its not practical to do it.

One way to polish glass very effectively is to use a "pitch lap". I used to push glass to make telescope mirrors as a hobbyist and we used to use a pitch lap to polish very hard pyrex glass to upto 1/20th wave.

 

Polishing plate glass using the same method should be much easier unless the scratch is very deep. If you want to try this method out, pm me.
