My orange spot goby is a hider, and they like to live under rocks and in burrows, so unless it's a huge shift in behavior and it's missing mealtimes or something, I don't think 24 hours is enough for me to worry too much. Especially if a burrow shifts to a spot you can't see, it may not immediately be a cause for concern. In smaller tanks, maybe earlier is more justified as you can see more of its potential hiding spots, but if you're worried, maybe check unusual places that wouldn't disrupt the tank - the sump and around the tank would be places to start.
