Coris Wrasse's mouth is stuck open/fluffy white patches on body

I did not see the wrasse yesterday or the day before, he's usually right out in the open. Today he is out but I noticed he was hiding behind a rock which is so not like him. After a closer look I see that his mouth is stuck open, like he has lock jaw, and he has a few "puffy" white spots on his body and his fins.  Does anyone know what this might be and if it's treatable?  Any help will be appreciated, I definitely want to get him out of there and medicated ASAP if there's something out there that can help him.

Thanks!

Ok so I can't catch this guy. He's really lethargic and looks much worse today, but still quick enough to avoid me.  I assume I can't put this stuff in the reef tank?
