Do need to get new sand and rock?

Hello, I shut both my tanks down for about two months due to the tanks equipment darn near started a fire. I've moved and was wondering if I could start the cycling process over with the sand and rock or would I have to go buy more.

Its a 5g tank that sat with all the equipment turned off with maybe a inch of water for the last 2-3weeks

I would rinse the rocks down then recycle them. The sand can be rinsed out and used again. I don't think you need to buy new.
