Licensed electrician?  Well, that just took all the fun out of it right there!

We had some breaker work done a couple of years ago that we were happy with. The contractor was JK Electric (571.437.4533, POC Jose Zambrano). I can't guarantee the info is current but they did good work at a reasonable price.
