Hello is it okay to have a 10 gallon tank with a filter for a 20 gallon tank? Will this harm the bacteria?

Hello everyone, I am going to start up a 40 gallon tank for my Tiger Oscar, and my two other electric blue Elongated Mbuna. I was wondering if a 40 gallon tank would be enough to support my oscar, and the two other chichlids. Also, what filters would you recommend. Thank you for the help.
