if i buy a couple of ballasts, can i make a light fixture with 3-4 floresent tubes about 40 watts for the 55 im setting up for a reef. will that work 2 actinics and 2 10000k just to grow like mushrooms and some softies

Yep, but be careful with end caps, wire/tube retention, etc. etc.

will 30 watt floresent tubes work to. what corals can i keep with this type of lighting   so its 4 40 watt floresent tubes or.         4 30 watt floresent tubes   mainly the 4 30 watt

Most softies, shrooms, and even some LPS will be fine under 4x30wt or 4x40wt.

 

You'll be on the low end, so research well first.  Some like the fiji yellow leathers would be upset by the low light level ;>)

thanks, i got a bunch of balasts for free from a friend.  its pretty cheap for me on my end     :p
