need advice, very sick dwarf moray

I posted before about receiving an unhealthy dwarf moray eel from an unscrupulous dealer, and his condition has worsened. He is laying on his side out in the open with this blister thing on the side of his head. Does anybody know how I should treat him or what I should do? He won't eat either. Everything else in the tank is fine, I'm pretty positive it has nothing to do with my tank. Thanks.
