Transporting Water

Instead of rinsing the sand with fresh water and making it "new sand again" you could take that water from the old place and use it to rinse your sand. That will keep it like before but without the detritus which is the main problem. So sand preserved and old water not wasted, win-win.

Absolutely. Either way, not worth spending all the extra money on new sand imo.

There's a lot of good in old sand, namely all of that bacteria that's part of your biological filtration. If you can give it a good rinse to clean it of detritus and any pockets of hydrogen sulfide, you should be good to go.

After you empty your tank of rock, corals, fish, ect., you could start my siphoning the sand to start cleaning it of detritus. Then give it a second rinse after its out of the tank. You can probably get most of the detritus out of it initially with the siphon (assuming there's enough water in the tank..
